I'm no lawyer but if word got out that a sentence was more harsh for shit the judge thought you might have done than that would be an issue

They're trying to pull back on the war on drugs in the Trump administration, is what I'm thinking garnered the pardon. They think they found the hitman, but it was never proven. The messages did show he hired a guy to kill someone, paid them in bitcoin, and received a photo of a dead body.

No body. A picture of a dead body doesn't mean someone was murdered. He did pay for a murder to happen, though, but I dunno how that works in legal terms. Either way, I still see no reason to pardon the guy other than the libertarian angle, which is kinda silly.
