I did think Manhattan's traffic looked interesting. Small area of dark red (likely that 3-4 mile radius you mention), surrounded by green and like no in-between.

And I just checked out that 91 issue you mentioned. How horrific. Police have basically been relegated to do absolutely nothing except issue citations. Lol. If the guy didn't die on the freeway the freeway would still be closed until the dude decided he was ready to get out.
